The Good Friday storm that swept across west central North Dakota in April caused about $37 million in damage, but the electric companies and rural electric cooperatives have yet to see a dime from the Federal Emergency Management Agency.

While FEMA’s funding is being held up in the U.S. House, Mor- Gran-Sou Electric, which experienced the bulk of the damage, had to open an emergency line of credit to cover the $30 million in devastated infrastructure and the cost to repair and replace lines and poles.

Mor-Gran-Sou’s $36.5 million loan came with a 2.5 percent interest rate, “which sounds like a pretty good deal, but it ends up being a million a year in interest almost,” said Mor-Gran-Sou co- manager Don Franklund.

While the loan should more than cover the cost of the 11,000 downed poles and 550 miles of tangled line, it’s the interest that may have to be passed to consumers.

Franklund said the co-op is still weighing options, figuring how much they can cut costs versus raise prices. With 7,500 accounts, bills could need to be raised by as much as $125 a year.

“Rates will have to be adjusted, we just don’t know how much until we know all our options,” Franklund said. “We have all the lights back on, but that’s just the first phase.”

Reimbursement for disasters is covered by the federal government for 75 percent of the damages incurred, while the state picks up 10 percent and the other 15 percent is left, in this case, to the electric companies themselves. The state does not award money until the federal government does, further delaying the reimbursement process.

“Congress hasn’t acted, and we’re still waiting for them to pass a bill to appropriate money to the fund,” said Cecily Fong, spokeswoman for the state Department of Emergency Services. “We’re at a standstill, and it’s really frustrating.”

Lonnie Hoffer, disaster recovery chief for the department, said recent e-mails have indicated to him that it may be the end of the summer before anything gets passed.

Rep. Earl Pomeroy, D-N.D., said the bill has been attached to funding for the war in Afghanistan, but he’s hopeful something could be on the president’s desk by July 4.

For the other electric companies that account for the remaining $3 million in damage, the cost or delay in FEMA funding is not as big of a deal.

Capital Electric’s spokesman, Wes Engbrecht, said its damage was around $1 million after the storm, an amount the company can easily handle paying out of pocket until recovery funds come through.

“We’re out about $150,000,” said Engbrecht, of the amount Capital Electric will ultimately be responsible for after federal and state government pay their share. “In the grand scheme of things, it could’ve been a lot worse, and we’re thankful for that.”

Engbrecht said the company is not planning on raising rates to recover that amount.

“We’re adjusting our work plan. There’s less updating and construction as we work to push more of that off until next year,” he said.

Montana-Dakota Utilities lost about 80 poles and 40 miles on line and estimates its damage at about $1 million as well.
